What is the Political Courage Test?

Missouri State Legislative Election 2018 Political Courage Test

Pro-choice a) Do you generally support pro-choice or pro-life legislation?
Yes b) Should abortion be legal when the pregnancy resulted from incest or rape?
No c) Do you support the prohibition of public funds for organizations that perform abortions?
If Roe v Wade is made a state matter, I would advocate that a woman's right to privacy regarding personal medical decisions, is protected by the 14th amendment of the U.S. Constitution, which the state cannot regulate without good cause. I understand that people have deeply held religious beliefs about this issue which are also personal. I am not comfortable with the government interfering in personal, individual matters including medical decisions or practices of faith.

1) Budget Stabilization:Indicate which proposals you support (if any) for balancing Missouri's budget.

No a) Reducing state employee salaries AND/OR pensions?
No b) Instituting mandatory furloughs AND/OR layoffs for state employees?
No c) Reducing benefits for Medicaid recipients?
Yes d) An income tax increase on any tax bracket?
Missouri state employees are among the lowest paid in the nation. Beginning in 2005, a series of tax cuts have favored the wealthy and corporations providing fewer tax dollars for the support of public education, hospitals, roads, bridges, and public safety. We need fair and balanced taxation to support our public infrastructure. Corporations and the wealthy in Missouri need to pay their fair share.
Yes a) Do you support any limits on campaign contributions to state candidates?
Yes b) Do you support the regulation of indirect campaign contributions from corporations and unions?
Yes c) Do you support the use of an independent AND/OR bipartisan commission for redistricting?
No d) Do you support requiring a government-issued photo identification in order to vote at the polls?
I support Amendment 1, Clean Missouri. I believe it is a good starting point to address some of these issues.
No a) Do you support capital punishment for certain crimes?
Yes b) Do you support the legalization of marijuana for recreational purposes?
No c) Should a minor accused of a violent crime be prosecuted as an adult?
No d) Do you support the enforcement of federal immigration laws by state and local police?
I think marijuana should be legalized and taxed with similar restrictions as those placed on alcohol. With regard to the death penalty, I have concerns regarding economic and racial inequities in the criminal justice system. I support a separate juvenile justice system that in some cases would allow defendants to be transferred to the adult system upon reaching the age of majority.
Yes a) Do you support state government spending as a means of promoting economic growth?
No b) Do you support lowering state taxes as a means of promoting economic growth?
No c) Do you support reducing state government regulations on the private sector?
Yes d) Do you support expanding access to unemployment benefits?
No e) Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
Yes f) Do you support an increase of the minimum wage of Missouri?
Yes g) Do you support increasing state taxes on tobacco products?
No h) Do you support increasing funding for the Missouri Department of Agriculture?
No i) Do you support implementing tolling stations on Interstate 70 to increase transportation funding?
With regard to regulations, I would need more specifics. Same with the Department of Agriculture question.
Yes a) Do you support adopting federal education standards in Missouri?
No b) Do you support state funding for charter schools?
Yes c) Should immigrants unlawfully present in the United States who graduate from Missouri high schools be eligible for in-state tuition at public universities?
Yes d) Do you support increasing funding for the state education budget?
I think certain educational benchmarks are important for us to remain a world leader. Funding charter schools with public funds deprive public schools of resources and allow individuals to profit from it. The immigration question is a much larger issue than just one of in-state tuition. The state education budget has been chronically underfunded.
Yes a) Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes b) Do you support state government regulations of greenhouse gas emissions?
Yes c) Do you support increasing state funding for clean drinking water initiatives?
I believe in climate science. We must begin to seek alternative energy resources and protect our water and air.
No a) Do you generally support gun-control legislation?
Yes b) Should background checks be required on gun sales between private citizens at gun shows?
No c) Should teachers be allowed to bring guns into the classroom?
Yes d) Should a license be required for gun ownership?
I think the use of the word "control" is inappropriate. I support common-sense gun safety legislation. I don't think any law abiding citizen should have any problem passing a background check to purchase a weapon anywhere or obtaining a license indicating they passed a background check. I don't think teachers should bring guns into the classroom for the same reason trained law enforcement officers don't bring weapons into secure criminal facilities.
Yes a) Should the state government increase funding for treatment facilities to combat opioid abuse?
Yes b) Do you support Medicaid expansion through Missouri's health care programs?
Yes c) Do you support requiring individuals to purchase health care insurance?
Yes d) Do you support legislation that grants citizens the right to choose to die through euthanasia?
Yes e) Do you support eliminating religious exemptions for vaccinations?
Missouri needs to expand Medicaid to receive federal dollars. We then should look to Massachusetts as an example of how to implement comprehensive statewide health management reform that includes people with pre-existing conditions. Massachusetts approaches health management as a shared responsibility among individuals, government and business using federal monies, incentives and penalties to broadly spread the costs and manage the risks. Identified stakeholders were a large part of the compromise process that ultimately resulted in a model for state health management that received bipartisan political support. We can do the same in Missouri.
Yes a) Do you support the inclusion of sexual orientation in Missouri's anti-discrimination laws?
Yes b) Do you support the inclusion of gender identity in Missouri's anti-discrimination laws?
Yes c) Do you support greater efforts by Missouri state government in closing the pay gap between men and women?
Yes d) Do you support the removal of Confederate monuments from public spaces?
I think monuments need to be moved to history museums.
Evidence-based, common sense drug treatment funded by the expansion of Medicaid and other available federal funding. Improving the middle class in Missouri by raising the minimum wage, protecting unions, and fair and balanced taxation. Improving transparency, integrity, and accountability in state government and restoring Merit System protections for state employees.
